When you throw Reinforce and Raine together in a room, there's really only one thing that can happen, and that's nonstop babbling about magic culminating in the question, 'hey, I wonder if we can learn each other's stuff?'

So my question is: can they? It's common sense that a character can teach another character how to solve differential equations or write poetry in the Imperial Court style or throw a knife, but magic and like abilities are both specifically limited by the oversetting (Landel's) and the various settings from which the characters come.

Given that we're so strict about rules and figure out limitations for each character individually, I'm going to have to say no on this. D: It'd logically work in a regular universe with regular powers, but at Landel's, yeah, I'm going to have to say it's a no-go.
