*shifty glance* This could be a long post. Also I don't use Dirge of Cerberus canon so if some of this seems off, that's why.
Actual Crimes: Mostly human experimentation, torture, abuse, that sort of thing. Killin' shit for science. He's been plopped into Landel's earlier in his life so specifically all he's done is kill/revive/mutilate Vincent Valentine and experiment on his pregnant wife(resulting in her death), but if you feel like going through his future(which is almost every other FFVII character's past) there's a whole host of people he's fucked up(specimens: Cloud Strife, Zack, Red XIII, Aeris, Aeris's mother, a bunch of civilians; the only person he outright murdered was Professor Gast, I think. His wife Lucrecia died in childbirth due to the experiments that had been done on her, though they were done with her permission). Morally bankrupt and emotionally stunted.
Mental Crimes: He doesn't feel at all guilty about the various lives he's ruined. The only person he might feel bad about in the slightest is Lucrecia, since he didn't really mean for her to die. They WERE married and he DID care about her in his own bizarre way. At this point, he probably thinks that he could have prevented it if he'd had enough data/been a better scientist/something like that. Eventually he'll realize that she was pretty much doomed as soon as she signed the waiver, but whether this is true or something he made up to justify the failing is up for debate.
He won't feel guilty about killing Gast, but I think he'll feel sort of slimy about it. Not because of the act itself, but because he has a rather glaring inferiority complex in regards to the other scientist and even after he's dead Hojo can't really ever measure up to him. Since he's not dead in Landels!Hojo's timeline, though, he's just got this undercurrent of bitterness, hate, jealousy, and possibly murderous intent. He just hasn't carried that intent out yet.
